Overview

Since these devices are directly involved in material handling, lifting, and workplace safety, improper use or poor maintenance can lead to serious accidents, fatalities, and legal liabilities. To minimize risks, the law mandates that employers must ensure that all such tools and tackles are periodically tested, inspected, and registered with competent authorities before use.
The objective of Tools and Tackles Registration is not only to safeguard worker safety but also to ensure compliance with statutory provisions under the Factories Act, Building & Other Construction Workers (BOCW) Act, and relevant state rules.

- Other State Labour Departments – Employers must file registrations with respective state authorities.

- Mining & Petroleum Sites handling heavy equipment and pressure devices.
- Warehouses & Logistics Units using forklifts and mechanical handling devices.
- Power Plants & Refineries operating specialized lifting and safety equipment.
Essentially, any establishment using lifting or pressure-handling tools and tackles must register and certify them under law.
Types of Tools and Tackles Requiring Registration
- Lifting Machinery – Cranes, hoists, winches, hydraulic jacks, elevators, forklifts.
- Lifting Tackles – Chains, slings, ropes, pulleys, hooks, D-shackles, chain blocks.
- Pressure Handling Equipment – Pressure vessels, boilers, air receivers.
- Construction Tools – Tower cranes, mobile cranes, scaffolding tackles.
- Miscellaneous Tackles – Wire ropes, belts, clamps, magnets used in lifting.
Each of these must undergo inspection, load testing, and registration before use.
