Tools and Tackles Registration
Overview
The safety, inspection, and registration of tools and tackles is a critical compliance requirement under various labour, safety, and factory legislations in India. Tools and tackles—such as lifting equipment, chains, ropes, pulleys, cranes, slings, hooks, jacks, hoists, and pressure handling devices—are widely used in industries like construction, manufacturing, mining, logistics, oil & gas, shipbuilding, and power plants.
Since these devices are directly involved in material handling, lifting, and workplace safety, improper use or poor maintenance can lead to serious accidents, fatalities, and legal liabilities. To minimize risks, the law mandates that employers must ensure that all such tools and tackles are periodically tested, inspected, and registered with competent authorities before use.
The objective of Tools and Tackles Registration is not only to safeguard worker safety but also to ensure compliance with statutory provisions under the Factories Act, Building & Other Construction Workers (BOCW) Act, and relevant state rules.
Legal Framework
- Factories Act, 1948 – Mandates testing and certification of lifting machinery, lifting tackles, and pressure equipment by a competent person.
- BOCW Act, 1996 – Requires safe usage, inspection, and certification of construction equipment and tackles.
- Indian Standards (BIS/IS Codes) – Provides technical specifications for safe design, usage, and inspection procedures.
- Directorate of Industrial Safety & Health (DISH) – State-level authority for approval, registration, and inspection of tools and tackles.
- Other State Labour Departments – Employers must file registrations with respective state authorities.
Eligibility Criteria
- Factories & Industrial Units using lifting machinery and material handling equipment.
- Construction Companies using cranes, ropes, hoists, and slings.
- Mining & Petroleum Sites handling heavy equipment and pressure devices.
- Warehouses & Logistics Units using forklifts and mechanical handling devices.
- Power Plants & Refineries operating specialized lifting and safety equipment.
Essentially, any establishment using lifting or pressure-handling tools and tackles must register and certify them under law.
Types of Tools and Tackles Requiring Registration
- Lifting Machinery – Cranes, hoists, winches, hydraulic jacks, elevators, forklifts.
- Lifting Tackles – Chains, slings, ropes, pulleys, hooks, D-shackles, chain blocks.
- Pressure Handling Equipment – Pressure vessels, boilers, air receivers.
- Construction Tools – Tower cranes, mobile cranes, scaffolding tackles.
- Miscellaneous Tackles – Wire ropes, belts, clamps, magnets used in lifting.
Each of these must undergo inspection, load testing, and registration before use.
